Rich Smith, aka Rich The Ruler, is from my hometown Batavia, Illinois and he has been putting out some dope songs. He just released an unfinished (not mastered) version of his newest track, 'Between The Lines.' If you listen to his older work, you can tell that he's really been pushing his limits and improving his flow and delivery a lot.
